A spokesperson for Health Minister, Dr James Reilly, told the Limerick Post that whichever of the  companies wins the contract for running the hospital for up to 15 months, will be obliged to upskill the existing management team.Sign up for the weekly Limerick Post newsletter Sign Up There are three UK and one Irish company in the running for the lucrative contract and, the spokesman added, “the aim of this is not to privatise the hospital. It is for the hospital to have access to state- of- the- art management skills, as there are aspects of the current management structures which need to be supported”.The move has outraged IMPACT, who are describing it as a breach of the Croke Park agreement.In a letter to the minister, IMPACT’s national secretary, Louise O’Donnell, said the plans lays bare how “the HSE has drained itself of senior management personnel under the Incentivised Early Retirement and Voluntary Redundancy scheme of 2010, forcing the HSE to rely on more expensive measures to fill the human resources gaps created by the scheme”.Meanwhile, following 12 hours of talks on Wednesday at the Labour Relations Commission, the Irish Nurses and Midwives Organisation and SIPTU, have agreed to suspend all industrial action at the Mid Western Regional Hospital for a four week period to allow for a full review of the situation in the emergency department, where nurses say patients are at risk because of conditions. For the duration of this four week period, additional resources have been provided and HSE. Ice shelf basal melting at the grounding line, measured from seismic observations

first_imgAnalysis of seismic data provides a new technique to measure basal melting of an ice shelf close to the grounding line. Internal reflections have been observed within the ice on a seismic reflection profile at the grounding line of Ronne Ice Shelf. The changes in ice thickness above and below these reflections have been used in a steady state model to calculate the basal mass flux of the ice shelf soon after the ice begins to float. Strain rates within the ice, calculated during the modeling, agree with values from nearby survey data. The calculated melt rates range between 0 and 7 m yr−1 with an estimated standard error of ±2.4 m yr−1, in reasonable agreement with earlier estimates based on surface glaciological observations. Limitations in the method include the difficulties in determining reflector geometry from a single seismic section and also the limitations imposed by the assumption of steady state. Additional seismic data would greatly reduce these limitations.last_img read more

Rapid decline of total Antarctic sea ice extent during 2014–16 controlled by wind-driven sea ice drift

first_imgBetween 2014 and 2016 the annual mean total extent of Antarctic sea ice decreased by a record, unprecedentedamount of 1.6 3 106 km2, the largest in a record starting in the late 1970s. The mechanisms behind such a rapid decrease remain unknown. Using the outputs of a high-resolution, global ocean–sea ice model we show that the change was predominantly a result of record atmospheric low pressure systems over sectors of the Southern Ocean in 2016, with the associated winds inducing strong sea ice drift. Regions of large positive and negative sea ice extent anomaly were generated by both thermal and dynamic effects of the windanomalies. Although the strong wind forcing also generated the warmest ocean surface state from April to December 2016, we show that enhanced northward sea ice drift and hence increased melting at lower latitudes driven by strong winds made the dominant contribution to the large decrease in total Antarctic sea ice extent between 2014 and 2016.last_img read more
